BEIJING nike air vapormax rabais , Aug. 14 (Xinhua) -- China is holding back on building new coal-fired power plants to avoid risks from overcapacity and promote a clean energy mix.

A total of 150 million kw of new coal power generation capacity will see construction halted or postponed from 2016 to 2020, the 13th Five-Year Plan period, according to a statement released Monday by the National Development and Reform Commission (NDRC) and other government agencies.

"New capacity will be strictly controlled nike air max 2017 bleu homme ," the statement said, citing measures to crack down on violations in planning, approval and operation. "All illegal coal-burning power projects will be halted."

Meanwhile nike air max 2017 rouge homme , more than 20 million kw of outdated capacity will be eliminated, and nearly 1 billion kw of capacity will be upgraded to produce fewer emissions, use less energy nike air max 2017 noir homme , and better coordinate with new energy development.

The government plans to keep the country's total coal power capacity below 1.1 billion kw by 2020.

The move followed an ongoing campaign to downsize bloated heavy industries, especially coal mining and steel smelting. Solid progress has been made to shut down inefficient coal mines, and more measures are in the pipeline.

The country is gradually lowering the proportion of coal in its energy system to make room for clean fuels nike air max 2017 grise homme , from natural gas and solar energy to hydropower. Coal will account for less than 58 percent of energy consumption in 2020, down from the current 60 percent or more.

A UN commission probing Syria rights abuses has gathered enough evidence to convict President Bashar al-Assad of war crimes nike air max 2017 blanche homme , an outgoing member of the commission said in interviews published Sunday.

Veteran former war crimes prosecutor Carla del Ponte, who is preparing to step down after five years serving in the UN Commission of Inquiry on Syria, told Swiss media the evidence against Assad was sufficient to secure a war crimes conviction.

"I am convinced of that nike air max 2017 flyknit femme ," she told Le Matin Dimanche and the Sonntagszeitung weeklies, adding though that with no international court or prosecutor tasked with trying the Syria war crimes cases, justice would remain elusive.

"That is why the situation is so frustrating. The preparatory work has been done nike air max 2017 flyknit homme , but nevertheless, there is no prosecutor and no court," she told Sonntagszeitung. "It's a tragedy."

Del Ponte nike air max 2017 kpu femme , a 70-year-old Swiss national who came to prominence investigating war crimes in Rwanda and the former Yugoslavia, made the shock announcement earlier this month that she would resign from the UN commission because it "does absolutely nothing."

GENEVA, Sept. 22 (Xinhua) -- An aid convoy is expected to reach besieged Madamiyet in rural Damascus on Thursday, 72 hours after 18 aid trucks were destroyed by an air strike in the north of the country, senior advisor to the UN Special Envoy for Syria Jan Egeland said.

"Today we hope to enter Madamiyet, a very important town, where people have been suffering very long and where they have been squeezed by all armed actors," he said.

This comes after road deliveries were temporarily suspended by the UN following a deadly attack on trucks attempting to deliver food, medical supplies and non-food items to Urum al-Kubra, northwest of Aleppo.

Egeland hoped that if successful, Thursday's delivery would be a "turning-point," allowing further aid to reach Madaya, Al-Waer and other besieged areas in the coming days.

East Aleppo, where some 275,000 civilians are trapped by fighting pitching forces loyal to Syrian President Bashar al-Assad against rebel groups, has yet to be reached however.

Forty humanitarian trucks set to deliver aid there have been stuck on the Turkish-Syrian border since a shaky truce came into being on Sept. 12.

"The food will be expiring on Monday, the drivers have been sleeping at the border for a week," Egeland warned.
